    Hickory Flat Public Library Construction Project HOW LONG WILL THIS PROJECT TAKE? WHAT CAN WE EXPECT FROM THE RENOVATION AND EXPANSION? The Hickory Flat Public Library will be renovating and expanding its facilities in 2023. Construction is projected to begin in January 2023. The project, which is scheduled to last approximately twelve months, includes a renovation of the Hickory Flat Public Library building, originally built in 1993. The library’s current 10,000 sq. ft. will be expanded and 7,800 sq. ft. will be added. Hollandsworth Construction is leading the construction project. With an expanded and renovated library facility, the Hickory Flat community will have more space for books and technology; larger areas for programs, meetings, collaboration, and creation; and additional seating for study and quiet reading. HOW IS THE LIBRARY FUNDING THE RENOVATION AND EXPANSION? The total construction contract for the Hickory Flat Renovation & Addition project is $6,754,039.00. Funding for this project is available from Cherokee County’s SPLOST program. Additional funding includes a $2,000,000 Capital Outlay Grant, administered by the Georgia Public Library Service. These grants are funded by the sale of bonds and must be approved by the state legislature. HOW CAN I ACCESS MY LIBRARY WHILE CONSTRUCTION IS ONGOING? The Hickory Flat Public Library building will be closed to the public, after service hours end November 26, for the entirety of the construction. Your Hickory Flat Public Library card can be used at any Sequoyah Regional Library System location. During the construction, you can still maintain library access by using your library card at the R.T. Jones Memorial Library location in Canton, or at any of our neighboring libraries in Cherokee, Pickens, and Gilmer Counties. Patrons of the Hickory Flat Public Library are encouraged to visit these locations, which offer the full range of library services they are accustomed to. To prepare the building for closure, reservations to use the Hickory Flat Public Library’s Community Room will no longer be accepted. Free Wi-Fi will still be available in the parking lot of the Hickory Flat Public Library through December 23. CAN I STILL RETURN MY BORROWED MATERIALS TO HICKORY FLAT PUBLIC LIBRARY AFTER NOVEMBER 26? No. When the Hickory Flat Public Library closes on November 26, the outdoor book return box will be closed as well. Hickory Flat Public Library patrons are encouraged to return their borrowed items to another Sequoyah Regional Library System location. WHICH LIBRARIES ARE CLOSEST TO THE HICKORY FLAT PUBLIC LIBRARY? Hickory Flat community members may use their Hickory Flat Public Library card at any location within the Sequoyah Regional Library System. The nearest SRLS libraries to the Hickory Flat location are the R.T. Jones Memorial Library at 116 Brown Industrial Parkway in Canton and the Woodstock Public Library at 7735 Main Street. WHERE WILL HICKORY FLAT PUBLIC LIBRARY STAFF BE LOCATED DURING CONSTRUCTION? Staff members of the Hickory Flat Public Library will be working at other Sequoyah Regional Library System locations in Cherokee County for the duration of the construction project.     About Your Library Fines & Fees Replacement Fees for Print Materials Full replacement cost will be charged for any periodicals or cataloged materials that are overdue for 30 days or damaged to an extent that they have to be replaced. The borrower may keep any damaged materials for which full replacement cost has been paid. If a lost item is found and returned to the Library within 180 days from the due date, in a similar condition as when borrowed, the replacement charge will be voided and the maximum late charge reinstated. The Library does not accept materials the patron has purchased in lieu of payment.     Vendors Vendors wishing to do business with the library system must adhere to the Finance Policy and complete a New Vendor Application Packet. Vendors can apply to work with Sequoyah Regional Library System using the instructions below. PURCHASING The Sequoyah Regional Library System will maintain a centralized purchasing system where all system purchases will be coordinated by the Finance Manager. All purchases of $20,000 or more must be advertised, have sealed bids taken and be opened in public at a place, time and date publicly announced unless on State contract. Purchases with an estimated total cost less than $20,000 should be purchased in accordance with the adopted purchasing rules and regulations. Under no circumstances should purchases be split to avoid bid limits. All sealed bids must be awarded by the appropriate library board. All purchases under $20,000 require at least three quotes if possible to insure that the best price is obtained unless on State contract. Purchases with an estimated total cost less than $20,000 should be purchased in accordance with the adopted purchasing rules and regulations. Price is an important factor in the selection, but other criteria will be evaluated such as quality, support, and physical location of the business. Cherokee, Pickens and Gilmer County businesses are given priority whenever possible. Vendor Suspension: The SRLS Director may issue a written determination to suspend a vendor from doing business with the Library System pending an investigation to determine whether cause exists for debarment in accordance with approved purchasing procedures. A written notice of the suspension, including a copy of the determination, shall be sent to the suspended vendor with a copy to the Finance Manager. The suspension period will be effective upon issuance of the notice of suspension. Vendor Debarment – A vendor may be debarred for any of the following reasons: Conviction of a criminal offense in relation to obtaining or attempting to obtain a Library System contract or in the performance of such contract; Conviction under State of Georgia or Federal statutes of embezzlement, theft, forgery, bribery, falsification or destruction of records or receiving stolen property; Conviction under State of Georgia or Federal antitrust statutes arising out of the submission of bids or proposals; Failure to perform in accordance with the terms of one or more contracts following notice of such failure, or a history of failure to perform, or of unsatisfactory performance of one or more contracts; The vendor is currently under debarment by any other governmental entity that is based upon a settlement agreement or a final administrative or judicial determination issued by a Federal, state or local governmental entity. Following completion of the investigation to determine whether a vendor has engaged in activities that are cause for debarment, the SRLS Director may debar the vendor for a period of time commensurate with the seriousness of the findings. A written notice of debarment shall be sent to the vendor. The notice shall: State the debarment period; and Inform the debarred vendor that any person(s) representing the debarred vendor during the debarment period may conduct no business with the Library System and that any solicitation responses received from the debarred vendor during the debarment period shall not be considered. VENDORS AND PURCHASING A: Purpose:The purpose of this policy is to ensure that library funds are spent with the highest level of fiduciary responsibility to funding organizations and the citizens they represent. B: Applicability:This policy will govern all acquisitions of SRLS except for those items specifically exempted. C: Ethics: Employees governed by this Purchasing Policy must also abide by library guidelines relating to business ethics and professional conduct, as outlined in the library’s Personnel Policy Manual. D: Authority for Purchasing:The Executive Director and Deputy Director are the authorized purchasing agents for SRLS and must approve all purchases. E: Budgeted Expenditures: It is the responsibility of the authorized purchasers, in coordination with the Finance Manager, to ensure all purchases are consistent with and support the current approved budget prior to committing funds. F: Purchasing Procedures: The Executive Director and Deputy Director are authorized to establish and enforce procedures to 1) ensure this policy is followed in all purchasing categories and departments, 2) provide staff with instructions for carrying out purchasing tasks, and 3) ensure a strong internal control environment. G: Disclaimer of Responsibility for Improper Purchasing: The Library Board may disclaim responsibility and liability for any expenditure or agreement for expenditure arising from a procurement made in its name by an unauthorized person or any person acting outside this Policy or the authorization or delegation as provided in the Policy. The expense of any such disclaimed transaction will become the personal liability of the individual who acted improperly. H: Exemptions:The following supplies and services are exempt from this policy: 1. Library materials in all formats including books, periodicals, media, and electronic resources; 2.Real property and other costs related to acquisition of real property; 3. Purchases between governments and/or nonprofit organizations; 4. Dues, memberships, and subscriptions; 5. Utilities including but not limited to electricity, water, sanitation, and communications; 6. Professional services not exceeding $5,000, including but not limited to medical, legal, architectural and interior design, financial, and engineering; 7. Training, travel, lodging, or meal expenses (see Travel Regulations) 8. Legal or employment advertisements; 9. Any item on county, state, or federal contract; and 10. Artwork for public places. I: Selection and Contract Approvals: 1. All purchases of $50,000 or more must be advertised, have sealed bids taken and be opened in public at a place, time and date publicly announced. Under no circumstances should purchases be split to avoid bid limits. The appropriate library board must award all sealed bids. 2. All purchases under $50,000 require at least three quotes if possible to ensure that the best price is obtained. Purchases with an estimated total cost less than $50,000 should be purchased in accordance with the adopted purchasing rules and regulations. 3. Price is an important factor in the selection, but other criteria will be evaluated such as quality, support, and physical location of the business. Cherokee, Pickens and Gilmer County businesses are given priority whenever possible. J: Vendors: Vendor Approval: Before any services can be scheduled or performed, vendors must complete the vendor application process. Vendors must complete and provide the following: 1. Vendor Profile 2. W-9 3. Certificate of Insurance – General liability insurance is required naming Sequoyah Regional Library System as an additional insured. Workers’ comp coverage is also required for companies with three or more employees. 4. Contractor/Subcontractor E-Verify Affidavit (Required for contracts over $2,499.99) The Georgia Security and Immigration Compliance Act (OCGA 13-10-91), requires that Sequoyah Regional Library System (SRLS) shall not enter into a contract for the physical performance of services (as that term is defined in OCGA 13-10-90) wherein the labor or services exceed $2,499.99, unless the contractor signs and submits a notarized E-Verify affidavit that they have registered for and use E-Verify. A contractor with no employees and no intent to hire employees, must still submit to SRLS a notarized affidavit of No Employees along with a copy of their driver's license (and a driver's license is only acceptable IF it is issued by a state that verifies lawful immigration status prior to issuance). Vendor Issues: 1. When there is a threat to the health, welfare, or safety of patrons or employees; 2. When there is a threat to the soundness and integrity of private property; 3. When there is a threat to the delivery of essential services; and 4. Appointments to the Regional Board includes five members from the Cherokee Board, two members from the Pickens Board and two members from the Gilmer Board. The County Boards oversee the operations of the local library or libraries and reports to the Regional Board. The Regional Board is responsible for overseeing the establishment, management, and maintenance of public libraries in the counties of Cherokee, Pickens and Gilmer. The Regional Board also appoints the Director, who administers and coordinates the operation of the library within the basic goals, objectives, policies, and principles approved by the Regional Library Board. Youth Services Specialist – Hickory Flat Public Library About the Role This position organizes library services for youth ages 0-12, including information assistance, collection services and programming (including story times, after-school programs and summer reading programs). This position also works with branch staff to provide services to families and all ages. The position interacts directly with the public to provide quality customer service. This position provides the best possible programs and services to help support the learning needs of youth, and their families, schools and caregivers. This customer focused position anticipates and meets the needs of users in the most visible way and provides circulation assistance. Closing Date: 04/29/2024 Start Date & Location: June 3, 2024 / Hickory Flat Public Library, 2740 East Cherokee Drive, Canton, GA 30115 Salary & Benefits: $28,392 Annually, Paid Annual Leave, Sick Leave & Holidays. State Health Benefit Plan, Flexible Benefits and Teacher Retirement System. Schedule: Full-Time, 40 hours per week. Schedule includes a combination of daytime, evening, and weekend hours. This library is open 6 days a week. Work schedule will vary, and flexibility is required. Responsibilities: Design, implement and evaluate a wide variety of programs and services appropriate to the identified interests and developmental needs of children. Provides programs and services that enhance early literacy, reading and STEAM (science, technology, engineering, arts and mathematical skills), providing learning opportunities for children that are self-directed, experiential and content-rich. Demonstrate creativity, openness to new ideas, knowledge of a variety of tools and techniques, flexibility and a sense of humor to create interesting and engaging programs. Promote youth library services directly to children through school visits, library tours, etc., and through engaging caregivers, educators and other youth-serving community partners. Proactively interacts with the public to ascertain what they need and ensure that they find it, conducting reference interviews and information searches as needed. Demonstrates broad knowledge and appreciation of children’s literature, including authors and publishers. Pursue a variety of information sources, including popular media, to keep current on topics relevant to children. Assist at the service desk and provide staff support as needed. Maintain and report statistics related to youth services as required. Provide a monthly schedule of youth programs for inclusion in system wide promotional materials in a timely manner. Qualifications: Requires High School Diploma or equivalent. 1 year job related experience; preferably working with the public in a customer service or retail field. Bilingual ability is a plus in serving a diverse community. Skills & Abilities: Skills in program presentation and speaking in public. Skills reflecting a high level of comfort with technology. Ability to perform basic math; understand and follow written and oral instructions. Ability to work with others in a variety of circumstances; to deal tactfully with staff and the public; to communicate effectively with supervisor, staff and the public. Ability to understand and perform library procedures. Physical Requirements: Must be able to stand and/or sit for prolonged periods of time; lift boxes and crates of no more than 30 lbs.; move and manipulate inventory; frequent stooping, kneeling and crouching.
